Ukrainian Legalization Bill Receives Overwhelming Support

The Ukrainian bill to legalize medical cannabis received the support of 268 out of 405 MPs. In order for the bill to go into effect, it must be approved at the second reading (likely with some amendments) and then signed by President Volodymyr Zelensky.

The bill provides for the granting of business licenses for the cultivation of cannabis for medical, industrial, and scientific purposes.

Ukrainian Bill Aims to Help War Veterans, Among Others

The Ukrainian bill to legalize medical cannabis aims to help Ukrainian war veterans suffering from post-traumatic stress syndrome, people with cancer, and other serious conditions, including pain relief and reduction of other symptoms.

According to the bill to legalize medical cannabis in Ukraine, the circulation of cannabis will be under strict state control, and cannabis-based drugs can only be purchased by people with a doctor’s prescription.

Zelenski Endorses Ukrainian Medical Cannabis Bill

Zelenski endorsed the bill to legalize the medical use of cannabis in Ukraine in his speech to parliament on Constitution Day, June 28.

“We must finally legalize cannabis-based medicines in Ukraine in a fair way for all those who need them, with proper scientific research and controlled Ukrainian production,” – Zelenski said.

Zelenski added that the Ukrainian bill should create the strongest mental and physical rehabilitation system in Europe. “This includes both the construction of rehabilitation centers and the training of relevant personnel… All the world’s best practices, the most effective policies, and solutions, no matter how difficult or unconventional, should be applied in Ukraine.”

A Definite Step Forward

In conclusion, the Ukrainian parliament approving the bill to legalize the medical use of cannabis on first reading is a definite step forward.

The bill aims to facilitate access to cannabis-based medicines for Ukrainian patients with serious medical conditions and war veterans.

President Zelensky’s support for this initiative is a strong signal that Ukraine is ready for a new path in health policy. The adoption of this bill would also have significant implications for the Ukrainian industrial sector, creating new economic opportunities for the country.
