Colombia is strengthening the medical and scientific cannabis industry

Licenses for cannabis cultivation

To date, the portfolio led by Margarita Cabello Blanco has issued 607 licenses for the cultivation of medical and scientific cannabis. On the premises of the Ministry, state entities contributed their ideas to promote and consolidate pharmaceutical cannabis.

It also reviewed the issue of ‘bottlenecks’ affecting companies working with the plant in terms of planting, cannabis development, and export of authorized products. The amendments to Decree 613 of April, 10th 2017 will allow greater control and development of the cannabis industry for pharmaceutical purposes; scientific research; the linking of universities to licensed companies; and education to provide ongoing training to all stakeholders in legislation and regulation.

Importance of the cannabis industry

For his part, Dumar Cardenas, Deputy Director of Control and Enforcement of Chemicals and Narcotics of the Ministry of Justice, noted that the importance of free zones for the development of the industry in matters such as logistics and export has been discussed.

“Colombia has made progress with controls on operators to comply with the requirements of the license, especially with regard to non-psychoactive cannabis plantations,” the official added. “Colombia continues to promote the cannabis industry based on clear rules of control, quality and entrepreneurship, and with total transparency regarding the licensing process and the granting of quotas,” said Dumar Cardenas.

Visits to licensed cannabis growers

For her part, Minister Cabello explained that visits to the licensed growers will continue in order to verify on the spot compliance with the requirements demanded by the Ministry and the needs of the companies. The holder of the Justice portfolio was also able to verify the usefulness of the technical tables organized by the Ministry, which have served to improve crop development within the established regulatory framework.

The Minister of Justice often visits licensed growers who produce cannabis for medical purposes in order to verify first-hand and on-the-spot the state of the crops and the good practices to be implemented by companies licensed to grow cannabis for medical and scientific purposes.

Recently Minister Cabello Blanco visited the facilities of the company PharmaCielo Colombia Holding, located in Rionegro (Antioquia). There, she verified the protocols, inspected the cannabis crops and confirmed the compliance of the company with the requirements, always emphasizing one of the main objectives of the National Government: to promote a medical cannabis industry that is legal, safe and of high quality.

Quotas to meet legal requirements

Likewise, the Minister of Justice was able to corroborate the usefulness of the technical tables organized by the Ministry, which have served to improve the development of crops within the established regulatory framework.

Finally, the Minister highlighted the fact that the Sub-Directorate for the Control and Monitoring of Chemicals and Narcotics has issued 607 licenses to date. Together, she confirmed that by the end of the first semester of 2020 the entity will be up to date with all the applications for licenses and quotas that meet the legal requirements.
