The Argentine province of Rio Negro is introducing a bill that proposes the use of cannabis for scientific and medical purposes, in order to develop the healthcare system. The cannabis bill goes into detail on how the studies must be supervised by the correct authorities and the training of health professionals to expand their knowledge about cannabis and its many medical properties.
Legislators from Argentina’s “Juntos Somos Río Negro” political party promote the scientific research and the medical use of the cannabis plant and its derivatives, guaranteeing and promoting integral health care. The new bill promotes the creation of a confidential provincial register of patients and grants a budget adjustment to the Executive Branch. The enforcement authority must promote and facilitate clinical research related to the medical use of cannabis and its derivatives in order to deepen knowledge, develop solid scientific evidence, establish research protocols, and identify side effects and adverse effects.
On the other hand, authorities must also supervise the research studies developed at the provincial level according to the normative framework. Authorities will cooperate with civil associations that are working on this subject, and seek the participation of universities located in the province and professionals active in the public and private health sectors, as well as social services.
Another point of the bill is to promote the continuous training of health professionals and other disciplines. It also promotes activities meant to enhance knowledge about the use of cannabis and its derivatives, considering not only the medicinal effects but also legal, cultivation, botanical, chemical, and production aspects. Among the organizations that will be part of the effort are national state and private universities, CONICET, INTA, professional associations, civil associations, patient and family groups, and other NGOs with experience in the subject.
The project also calls for the Ministry of Health of Rio Negro (as the implementing authority) to incorporate into the vademecum cannabis oil and derivatives approved by ANMAT, as a treatment for all pathologies incorporated in the National Program.
In addition, it indicates that the Provincial Health Insurance Institute (IProSS) must incorporate cannabis oil and its derivatives approved by ANMAT into its vademecum, as a treatment for all pathologies incorporated in the National Programme.
The initiative requires that for the delivery of products containing cannabinoids, patients must have a medical prescription and be included in a register created for this purpose by the enforcement authority. The authority is responsible for the Provincial Registry for the Registration of Patients with a diagnosis of refractory epilepsy or other diseases that are incorporated, ensuring the confidentiality of personal data of patients and families, according to current regulatory frameworks.
“The enforcement authority, until it obtains all authorizations from national agencies for the local production of cannabis oil and derivatives, must promote with the Ministry of Health of the Nation the necessary agreements to simplify the procedures for registration in the national registry created by law No. 27,350, guaranteeing the free provision of the drug to patients who require it,” the legislators said.
“The Executive Branch is empowered, for the purpose of enabling the application of this law, to make the necessary modifications to the General Budget of Expenditures and Resources of the Provincial Administration, in accordance with the provisions in force on the matter,” they concluded.
